Cultural semantics of meaning, sense, etc...

Maybe not everybody could understand everything like an American from the following story. Having returned to America the US citizen is sharing his impressions about his trip to Russia.

-- It is absolutely impossible to understand Russians. Although I’ve prepared so well: I’ve learnt the language, their traditions and customs, and nevertheless I dealt with an absurdity. Here is an example.

I am walking along the river bank. And see a fisherman standing with a fishing-rod. I ask him if the river is deep. He answers that water is up to one’s knee here. I ask him: «But if there is any fish here?» – «The fish is up to one’s Cock here,» he replies.

Is it not an absurdity?
